1890 Palmyra Town Meeting Minutes

 

At the Annual meeting of the Board of Town Auditors held Tuesday Febry. 25th 1890 at the Village Hall  Palmyra N.Y.

Meeting called to order by Jas. O. Clark Chairman and Board declared in order for business

Jas. O. Clark Supr presented his report which was examined and found correct – his report shows a Balance of $1280.32 on hand in Poor and Contingent Fund and $116.60

In Dog Fund.

Gifford H. Post Excise Commissioner reports having collected $595.50 for licenses granted the ensuing year.

G. Wigglesworth Overseer of Poor presented his report with vouchers accompanying same which  upon examination were found to be correct with a Balance of $55.89 on hand.

H. D. Pullman Highway Commissioner presented his report which upon examination was accepted and ordered placed on file – Report shows a balance of $158.26 in the hands of the Commissioner.

Motion made by J. J. Rogers that the sum of4100. be raised by tax for soldiers relief for the ensuing year – motion amended by M. C. Finley that $75. be raised for Soldiers Relief for the ensuing year same as heretofore and that here after the person who distributes the same for the relief of Indigent Soldiers make an itemized report annually to the Auditing Board of this Town as to how disbursed – Carried

It was also moved and sexonded that the sum of five Hundred Dollars be appropriated and raised by tax at the next Tax Levy for support of the Poor for the ensuing year and the sum of $50. be appropriated to defray the expenses of Decoration Day – Carried

Motion made and seconded that the Salary of Overseer of Poor for the ensuing year commencing March 4th 1890 be $300. – Carried

The Town Clerk was instructed to prepare and post notices of above appropriations in five conspicuous places and to procure 500 ballots to be used at coming election in voting for said appropriations.

Annual Town Meeting Minutes   1890

At the Annual Town Meeting held in and for the town of Palmyra on Tuesday March 4th 1890

Board formed an organization with E. H. Clark as chairman who at 8 o’clock declared the Polls open and a Proclamation made that they would close at Five o’clock P.M.

Jas. Bourne  Jr. having become disqualified by reason of canvassing for election Selner E. Braman was appointed Clerk Pro Tem

At Two o’clock meeting was called to order and the different Town Officers presented and read their Reports which on motion were accepted and adopted by vote of the meeting.

Motion made seconded and carried that the Highway Commissioner be instructed to Paint all Bridges that now need painting in said Town.

We the undersigned Justices of the Peace of the Town of Palmyra do hereby certify that the following named persons were duly elected to the offices set opposite their respective names.

Having received the highest number of votes next to those elected to said office were duly appointed Inspectors to said Districts.

The vote to appropriate Five Hundred Dollars for Relief of Poor Seventy Five Dollars for Soldiers Relief and Fifty Dollars to defray expenses of Decoration Day was as follows: Viz.        For appropriations     86

At a meeting held at the Village Trustees room in the Town of Palmyra Aug 8th 1890 called for the purpose of redistricting said town according to the new Election code the Election districts were divided as follows

No. 1

The first Election District of the Town of Palmyra shall be bounded as follows. Commencing on the South Bank of the Canal at the west line of the Town and following said Canal bank east to a point opposite the east line of William Street-thence south along the east side of Williams and Cuyler Streets (including all citizens living on the east side of the street) to ‘Walker Street and continuing across the latter in a straight line to the south line of the town-thence north along said west line to the Canal the place of beginning.

No. 2

To this district which was formerly that portion of the town lying east of the road running north from the No. 9 School House and north of the canal is now added all residents living on the west side of said North road together with those on the south side of the canal on both sides of the road running south from the Canal past the Hammond and C.H. Rogers farms to the south line of the town and including all residents living east of said Hammond and Rogers road

No. 3

Number three shall be composed of that portion of the village east of William street (except those directly on the street and included in No.1) and north of the center of Main street east to the Canal Bridge – Thence east along the north bank of the Canal to the west line of number 2 opposite number 9 School House – Thence along said number 2 west line to the north line of the town – Thence along the north line of the town to the west line of the town – Thence south along said line to the Canal – Thence along the north bank of the Canal to a point opposite the east side of William street – Thence south across the Canal and along the east side of Williams street to the place of beginning.

No. 4

This District shall be bounded by a line running from Cuyler street down the center of Main street to the Canal Bridge – Thence east along the south bank of the Canal to the west line of District No.2 – Thence south along said number 2 west line (The west side of the Hammond and Cullen H. Rogers roads) to the south line of the town – Thence west along said town line to the east line of number 1 – Thence north along the east line of number 1 the east side of Cuyler street to Main street the place of beginning

At a meeting of the Board of Auditors of the Town  of Palmyra Wayne Co. N.Y. held at the Village Hall Thursday Nov 6th 1890 the following business was transacted and bills presented and audited as below

The Resignation of Frederic A. Johnson rec’d as Justice of the Peace – accepted

Motion made and seconded that the compensation of the Inspectors and Registry Clerks of this town be Three Dollars per day during the days of Registration with this proviso – That if the other towns in the county allowed  Four Dollars per day for the same labor this Board would do likewise.

G. Wigglesworth  Overseer of Poor presented his report with vouchers accompanying same which upon examination were found to be correct with a balance of $483.44 on hand

H. D. Pullman  Highway Commissioner presented his report which upon examination was accepted and ordered placed on file – report shows a balance of$12.02 in the hands of the commissioner

The Clerk was instructed to prepare and post notices regarding an act for the refunding and relief of the Drafted men  -  also to procure 500 ballots for the refunding and the relief of the Drafted men and 500 ballots against the refunding and the relief of the Drafted men.  To be used at coming election in voting for or against such relief
