Minutes
At the Annual Town Meeting held at the Village Hall in the Village of Palmyra in and for the Town of Palmyra on the 1st day of March pursuant to adjournment Present presiding,
John A. Holmes, W. H. Southwick, M. C. Finley, James Reeves – Justices of the Peace
J. A. Crookston Town Clerk
And at 8 o’clock A.M. the Polls of the Town Meeting were declared open by proclamtion of J. A. Holmes and the Electors proceeded to vote;
VOTED That four Constables be Elected for the ensuing year
VOTED That the Report of the Commissioners of Highways as read be accepted and
adopted
VOTED That $30.00 be appropriated to put the Old Cemetery in proper order.
Supervisor Recommend that Twelve hundred dollars be raided for the support of the poor for the ensuing year.
The following named persons were duly chosen Overseers of Highways for the ensuing year at two o’clock P.M.

VOTED That when this meeting adjourn it adjoun to meet at the Village Hall in the Village of Palmyra on the 1st Tuesday of March 1865 at 8 o’clock A.M.
We the undersigned Officers presiding at the Annual Town Meeting held pursuant to adjournment at the Village Hall in the Village of Palmyra in and for the Town of Palmyra, Wayne County, State of New York on the 1st day of March 1864. We do certify that the following persons were duly elected to the respective offices set opposite their names, they having rec.d the greatest number of votes for each of the said offices respectively,

We the presiding Officers of the Annual Town Meeting held in the Town of Palmyra on the 1st day of March 1864 so hereby appoint Hendee Parshall in Election District No.1 and Sylvester Feller in Election District No.2 in said Town, Inspectors of Election in said District respectively to be associated with the Two in each of said districts respectively who have this day been Elected Inspectors of Election for the ensuing year. The said Hendee Parshall and Sylvester Feller Each being one of the persons who rec.d at said Town Meeting the highest number of votes respectively for said office of Inspectors next to the Inspectors so elected.

At a regular meeting of the Town Board of Relief of Town of Palmyra held at M. C. Finleys office April 14th 1864 a bo;; from Isaac Besley to the amt. of Four Hundred Sixty five and
60/100 Dollars ($465.50) was audited and allowed.

At a regular meeting of the Town Board of Relief of Town of Palmyra held at M. C. Finleys
Office June 4th 1864 for the relief of Indigent families of Soldiers now in the service from this Town, it was moved and voted,
That Mrs Epheriam Smith be allowed Two Dollars per week
That Mrs Thos. Cunningham be allowed Two Dollars per week
That Mrs Andy Welch be allowed Two & 50/100 Dollars per week
The above disbursements to be made by the Poor Master

At a meeting of the Town Board of relief held at the office of M. C. Finley Thursday July 28th 1864 pursuant to call Supervisors –Present—Wm H. Southwick, J. A. Holmes, M. C. Finley, Justices & Henry S. Flower, Supervisor. It was resolved that all assistance now being rendered to families of Soldiers be suspended, for the present and until further action of the Board.
Resolved that the endorsment of two reputable citizens be required hereafter upon all applications to this Board for assistence.
Resolved that the supervisor be authorized to take such action as he shall think proper in the case of Mrs John Favor. Wells Tyler Jr. Town Clerk

At a Special Town Meeting of the Town of Palmyra, held pursuant to call, in the Town Hall, August 24th 1864---The following resolution was offered and adopted,
Resolved that in consequence of the action of the board of Supervisors, it is inexpedient to take any town action in relation to Town Bounties at this time.

At a Special Town Meeting of the Electors of the Town of Palmyra, held pursuant to call, at the Village or Town Hall. Sept 10th 1864
The following resolution was offered and adopted,
Resolved that Three Hundred($300.00) Dollars be raised by the Town of Palmyra, for each volunteer, that has enlisted, necessary to fill the quota of the Town of Palmyra, under the last call of the President of the United States for volunteers, that have on and since the first day of September, Instant, Volunteered and have been allowed on the quota of the Town of Palmyra to fill its quota – and that the supervisor be authorized to issue bonds of the Town for an amount not to exceed Thirty Three Hundred Dollars – or to call upon the County Treasurer for County Bonds to that amount, to be levied upon the Town of Palmyra-

At a special Town Meeting held pursuant to call, at the Town Hall, Friday October 14, 1864
The following Resolution was offered and voted upon,
Resolved—That the sum of Four thousand Dollars be raided by tax upon all the taxable property of the Town of Palmyra for, and to meet expenses incurred in filling the quota of said Town, under the last call of the President of the United States, for Five Hundred Thousand men and that the Town Officers of the Town of Palmyra, issue the Bonds of said Town, for said sum, payable in one and two years from Feb. 15th 1864. Or in lieu of said Town bonds, that said officers procure Wayne County bonds for the said amount and payable as above mentioned—That said sum herein directed to be raised, be appropriated
indemification of the Palmyra Relief Association and that the same be paid or delivered to David P. Sanford Treasurer therof—
Rejected by the following vote For 117 Against 231

I do hereby certify that at a special meeting of the Town board of Palmyra, held at
M. C. Finleys office, Monday Oct. 31, 1864 Henry S. Flower, Supervisor, John A. Holmes,
W. H. Southwick, M. C. Finley Justices and W. Tyler Jr. Town Clerk, present, for the purpose of appointing an inspector of Election for Dist. No.1, there being a vacancy caused by absence of R. Howe, present Inspector, that Isaac G. Bronson was duly chosen for said Inspector. Wells Tyler Jr. Town Clerk
At a meeting of the Town Auditors of the Town of Palmyra, held at M. C. Finleys office
Feb 28th 1865. The Supervisors reported for the past year was rendered, approved and accepted, also the report of the Commissioners of Highways examined and accepted.
