Meeting Minutes
At the Annual Town Meeting held at the Village Hall in the Village of Palmyra in and for the Town of Palmyra on the 3 day of March 1863 pursuant to adjournment
Present presiding, Wm H. Southwick, Matlby Clark, M. C. Finley, J. A. Holmes Justices of the Peace J. A. Crookston Town Clerk
And at 8 o’clock A.M. the Polls of the Town Meeting were duly opened by proclamation of
M. C. Finley and the voters proceeded to vote
VOTED That four Constables be elected for the ensuing year VOTED That the Polls of this Town Meeting close at 5 o’clock P.M.
VOTED That the Report of the Supervisor as read be accepted and adopted
VOTED That the Report of the Commissioners of Highways as read be accepted and adopted
The following named persons were duly chosen Overseers of Highways for the ensuing year

VOTED That when this meeting adjourn it adjourn to meet at the Village Hall in the Village of Palmyra on the first Tuesday of March next 1864 at 8 o’clock A.M.
We the undersigned officers presiding at the Annual Town Meeting held pursuant to adjournment at the Village Hall in the Village of Palmyra in and for the Town of Palmyra
Wayne County, State of New York on the 3rd day of March 1863. We do certify that the following persons were duly Elected to the respective offices set opposite their names they having received the greatest number of votes for each of the said offices respectively

And that the foregoing minutes of said Town Meeting are in all respects correct

We the presiding Officers of the Annual Town Meeting held in the Town of Palmyra on the 3rd day of March 1863 do hereby appoint Hiram L. Van Duzen in Election Dist. No.1 and John E. Feller in Election Dist. No.2 in said Town Inspectors of Election in said Districts, respectively to be associated with the two in each of the said District respectively who have this day been Elected Inspectors of Election for the ensuing year. The said Hiram L. VanDuzen and John E. Feller each being one of the persons who received at said Town Meeting the highest number of votes respectively, for said office of Inspectors next to the Inspectors so elected.

At a meeting of the Supervisors, Town Clerk and Justices of the Peace comprising the Town Board of Palmyra held at M. Finleys office July 31st 1863, it was voted that the Poor Master Isaac Besley be allowed to furnish Mrs Homer Fisher the sum of three dollars per week in addition to wood, also voted that the Poor Master be allowed to furnish Mrs Day the sum of $2.75 per week in addition to wood, Moved and voted that the board adjourn to meet at the same place on Tuesday August 4th at 2 o’clock P.M.

At an adjourned meeting of the Board of the Town of Palmyra held at M. C. Finleys office August 4th 1863 the following resolutions were adopted and ordered published in the Village Papers, Resolved, that we sympathise deeply with all those who have been Drafted and who are not able to pay the $300. required by law to exempt them, and whose circumstances are such that it will be a great trial to leave their families who are dependent upon them for support, Resolved, that while we regret that we cannot see our way clear under the law passed on May 17th 1863 to levy a tax upon Town for purpose of paying $300. ? to the Drafted man who goes or for a substitute or to the military authorities to procure a substitute yet we claim unlimited power under the law to raise money for the relief of the families of all drafted men from this town, and feeling it to be a pleasure as well as a duty, we pledge ourselves that the families of any drafted men shall be well taken care of and the cost necessary to do it shall be taxed upon the Town of Palmyra.H. At a meeting of the Board of the Town of Palmyra held at M. C. Finleys office August 28th 1863 for the relief of indigent families of Soldiers now in the Service from this Town, it was moved and seconded
That Mrs McDaniel be allowed one dollar per week
That Mrs John Parsons be allowed one dollar and fifty cents per week
That Mrs George Omans be allowed two dollars and fifty cents per week
That Mrs LeBuff be allowed one dollar and fifty cents per week
That Mrs Mary Tonhey be allowed two dollars and fifty cents per week
That Mrs Daley be allowed one dollar and fifty cents per week if the town of Palmyra should give the relief
The above disbursment to be made by the Poor Master

At a meeting of the Town Board of the Town of Palmyra held at M. C. Finleys Office Sept. 26, 1863 it was voted that M. Besley the Poor Master be allowed to furnish,
Mrs Deitzel three and 50/100 dolls. per week
Mrs Isaac Heath three dollars per week
Mrs Chas. Vandyne One & 50/100 dolls. per week
Mrs Davis two dollars per week if she remain in this town
Mrs Albert Ryckman One & 50/100 dolls. per week
Mrs Lewis One dollar per week
Mrs Barron One & 50/100 Dolls. per week
Mrs John Howard One & 50/100 dolls. per week
Mrs. Levitz in same proportion as above

At a meeting of the Town Board of the Town of Palmyra held at M. C. Finleys office
Sept. 26, 1863 John E. Feller was appointed Inspector of Election in Dist. No. 2. He
Having failed to accept in the time specified by law.

At a meeting of the Town Board of the Town of Palmyra held at M. C. Finleys office
Oct 17, 1863, It was resoved that Mrs Day and Mrs Fisher be allowed the same pay per week in proportion as the other applicants and they furnish their own wood.
It was moved and seconded that the meeting ajourn until Thursday the 22nd of Oct. at twelve o’clock and the applicants for relief by notified to appear before the Board
Mrs Day to be furnished $3. per week
Mrs Fisher to be furnished $3.50 per week
At an adjourned meeting of the Town Board held at M. C. Finleys office Oct 22, 1863 the following new applicants for Relief appeared before the Board and satisfied them that they were in need of the amt. per peek noted to them by said Board.
Mrs Omans to receive $2. instead of $2.50
Mrs Daley to receive $2.50 instead of $1.50
All others acted upon heretofor to receive the same as voted except Mrs Deitzel whose name is to be struck from the roll

Mrs P. Pinkney to receive $1.00 per week
Mrs Oliver to receive $3.00 per week
Mrs Haise? to receive $2.00 per week
Mrs Scalley to receive $1.00 per week
Mrs Kelly to receive $2.00 per week

Mrs Deyo to receive $2.50 per week

Jan. 12, 1864 at three o’clock P.M. and adjourned said meeting to two weeks from date.
