1861 Palmyra Town Meeting
Minutes
At the annual Town Meeting held at the Village Hall in the Village of Palmyra in and for the Town of Palmyra on the 5th day of March 1861 pursuant to adjournment
Present presiding Maltby Clark, J. W. Corning, Wm. H. Southwick Justices of the Peace

And at 8 o’clock A.M. the Polls of the Town meeting were declared open by proclamation of Justice Corning and the electors preceded to vote
VOTED That four Constables be elected for the ensuing year
VOTED That the Polls of this Town meeting close at 5 ˝ o’clock P.M.
VOTED That the report of the Supervisor as read be accepted and adopted
VOTED That the report of the Commissioners of Highways as read be accepted and adopted
VOTED That the following preamble and resolution offered by P. Tucker be accepted and adopted. Whereas, the toll road between the villages of Palmyra and Marion under the corporation of the Palmyra and Pultneyville Plank Road Company has failed in its original plan of planking, though the road has been largely improved by the expenditures of said company in graveling and turnpeting?, and also in the grading and shortening of the line, and whereas the continuance of the same as a toll road is attended with inconvencence and perplexity to the public; therefore
Resolved that it is desirable as a measure of public interest and accommodation that said road should be changed to a free throughfare if that object may be secured on terms fair and satisfactory, both to the people and the stockholders. With a view to such end, the Commissioners of Highways of this town are requested to confer with said Plank Road Company, and also with the appropriate authorities of the town of Marion as early as practicable, in reference to a negociation for the purchase of the stock or the relinquishment of the corporate powers of said company. And said Commissioners of the towns are hereby authorized and requested to call a public meeting of the inhabitants of the town to pass upon such proposition as they may receive from said company or as in their own discretion they may submit.

VOTED that when this meeting adjourn it adjourn to meet at the Village Hall in the village of Palmyra on the first Tuesday of March next(1862) at 8 o’clock a.M.
We the undersigned officers presiding at the Annual Town Meeting held pursuant to adjournment at the Village Hall in the Village of Palmyra in and for the Town of Palmyra, Wayne County, State of New York on the 5th day of March 1861
Do certify that the following persons were duly elected to the respective offices set opposite their names they having received the greatest number of votes for each of the said offices respectively

And that the forgoing minutes of said town meeting are in all respects correct.

We the presiding officers of the annual Town Meeting held in the Town of Palmyra on the 5th day of March 1861 do hereby appoint Hendee Parshall in Election District No.1 and Joel R. Foster in Election District No.2 in said town Inspectors of Election in said Districts respectively to be associated with the two in each of the said Districts respectively who have this day been elected Inspectors of Election for the ensuing year the said Hendee Parshall and Joel R. Foster each being one of the persons who received at said Town Meeting the highest number of votes respectively for said office of Inspectors next to the two Inspectors so Elected.
