1859 Palmyra Annual Town Meeting Minutes

 

At the Annual Town Meeting held at the Town Hall in the Village of Palmyra, in and for the Town of Palmyra, on the first day of March 1859, pursuant to adjournment:

Present Ambrose Salisbury and James Peddie, Justices of the Peace of said Town, and at

9 o’clock A.M. the Town Meeting  was opened by the said Justices of the Peace.  The Town Clerk not being present , the electors present proceeded and elected J. W. Corning clerk pro tem to officiate as clerk of this meeting, and who was duly sworn.  The election then proceeded and

VOTED  That the poll of this Town Meeting close at 5 o’clock P.M.

VOTED  That there be four Constables in the town for the ensuing year.  The poll of said town meeting was then opened, and  the  election proceeded to ballot for Town Officers.

At 2 o’clock in the afternoon the Supervisor read his report for the past year to the meeting,  which was approved, accepted and adopted.  The Report of the Commissioners of Highway was read, accepted and adopted.

VOTED  To raise by tax for the support of the poor for the ensuing year four hundred dollars

The following named persons were duly elected Overseers of Highways for the ensuing year:

VOTED  That when this meeting adjourn, It adjourn to meet at the Village Hall in the Village of Palmyra, on the first Tuesday of March next.

We the undersigned officers presiding at the annual town meeting held pursuant to adjournment at the Village Hall in the Village of Palmyra, Wayne County, State of New York on the first day of March, 1859 do certify that the following persons were duly elected to the respective offices set opposite there names, they having received the greatest number of votes for each of the said offices respectively:   William H. Bowman---Supervisor,

David P. Sanford---Town Clerk,   Maltby Clark—Justice of the Peace, full term,  Joseph W. Corning---Justice of the Peace, to fill vacancy,  Jacob Norris---Assessor,  Jeter Jagger---

Commissioner of Highway,  Isaac Besley---Overseer of the Poor,  Anson B. Blemons---

Collector,  Anson B. Clemons, Washington Sherman, Samuel Palmer, Conway P. Clark---

And that the forgoing minutes of the proceedings of said Town Meeting on and in all respects correct.  Dated  Palmyra March 1st 1859

We the presiding officers of the Annual Town Meeting held in the Town of Palmyra in the first day of March, 1859, do hereby appoint John H. Gilbert in the Election District No. 1, and Nelson Reeves in Election District No. 2 in said town, Inspectors of Election, in said District

Respectively, to be associated with the two in each of said district, respectively, who have this day been elected Inspectors of Election for the ensuing year, the said John H. Gilbert and Nelson Reeves, each being one of the two persons who received at said Town Meeting the highest number of votes respectively for said office of Inspector next to the two inspectors so elected.

Town of Palmyra

Whereas Jeter Jagger who was elected at the annual town meeting held in and for the town of Palmyra March 1st 1859, as one of the Commissioners of Highways, in and for said town has neglected to take the oath of office within the prescribed time by the Statute of the said state and thereby there appearing to be a vacancy in said office.

Now therefore we three of the Justices of the Peace in and for said town, by the power vested in us by the Statute in such case made and provided, do hereby appoint the said Jeter Jagger to the said office of Commissioner of Highways in and for the said town of Palmyra.   Witness our hands and seals at Palmyra this 18th day of March 1859.

Town of Palmyra

Wayne County

Whereas a vacancy has occurred in the office of Overseer of Highways for road district

No. 27 of said town by the refusal of Brazilla Smith duly elected to said office to serve claiming that Brazilla Smith  ? was intended.

Now therefore by virtue of the power vested in us by the Statute in such case made and provided.  We the undersigned two commissioners of highways of said town, having

met and deliberated upon the subject embraced in this manant. All the commissioners of highways in said town having been duly notified to attend the said meeting of the commissioners, to deliberate thereon, do hereby, in order to fill such vacancy, appoint Brazilla Smith Jr. overseer of highways of and for said district No. 27 in said town.

In witness whereof, we have hereto placed our hands, this 18th day of March 1859

Town of Palmyra

Whereas a vacancy has occurred in the office of Overseer of Highways for road district No. 9 in the said town by refusal to serve of T. S. Hooper, elected to said office.  Now therefore we the undersigned   the Commissioners of Highways of said town, all the Commissioners being present, to deliberate on the subject of this warrant, do hereby appoint Albert Hathaway, Overseer of Highways of and for the said road district No. 9 in said town to fill the said vacancy.

Whereas Conway P. Clark who was duly elected as one of the constables for said town of Palmyra , in and for said County, has neglected to qualify and there being a vacancy in said office.

Now therefore we the undersigned, Justices of the Peace of the said Town and County,

Do hereby nominate and appoint Charles Hudson of said town, as a constable for said town, in the place of the said Conway P. Clark.  Witness our hands and seals this 13th day of April 1859.

Whereas a vacancy has occurred in the office of Overseer of Highways for road district No. 25, in said town by reason of refusal to serve of Rufus Sweezey, elected to said office .  Now therefore, We, two of the Commissioners of highways, all of said Commissioners having been duly notified to attend and deliberate on the subject of this warrant,  do hereby appoint Asa H. White, Overseer of highways, of and for, the said road district No. 25 in said town, to fill the said vacancy.
