MINUTES – TOWN OF PALMYRA, NY 1824

 

 

1824 Minutes:  We, the Commissioners of common Schools for the Town of Palmyra in the County of Wayne, do determine and declare that that part of School District No. 8 in said Town of Palmyra beginning at the northwest corner of said town running east on the line of said town to the east line of Walter Sherwood’s lot, thence southerly along the east line of said lot, also along the east line of lands belonging to Bela Morgan, Thomas Rainier, and Lemuel Durfee as far as the south line of land in the possession of William Durfee, thence west to the town line, thence north along the line of said town to the plan of beginning be set off and known by the name of School District No. 22.

Margin Notation:  Posted February 10th, 1824.  We hereby certify that the road beginning in the center of the highway between Thomas Rogers’ still house and J. D. Rogers’ dwelling house, thence east 37 degrees, south 26 rods, thence east 11 degrees, south 152 to the center of the highway running from Thomas Rogers to Gibbs is discontinued.

At a meeting of the Commissioners of Highways for the Town of Palmyra on the 3rd day of April, 1824, Road District No. 2 was divided into three district as follows:                                           

 

1st Division commencing at Isaac Howell’s west line and extending east upon the highway leading past David Wilcox to the west line of James Galloway’s land and south upon the road leading past Thomas Rogers to the north line of the said Rogers’ land.

 

2nd Division commencing at the school house near David Wilcox and running south upon the highway leading to Phelps and Geneva to the east side of the bridge near Thomas Rogers’ 1st Distillery and extending south upon the highway leading from the last mentioned highway to and past Joseph Johnson to the town line.

 

3rd Division commencing at Thomas Rogers’ north line and extending south upon the highway to the town line and east upon the highway commencing near Thomas Rogers and extending east to and past Joshua Stacy’s to the town line.

We, the Commissioners of Highways for the Town of Palmyra, do hereby enlarge and extend Road district No. 7 so as to include the highway leading from the highway running east and west from Palmyra village to Lyons village upon the north side of Mud Creek, which said highway hereby included and attached to No. 7 commences upon the top of the hill near Elery Hicks and running north until it intersects the highway running east and west past Samuel Clark’s.  Given under our hands this 3rd day of April, 1824.

At the annual town meeting held at the meeting house in the meeting house in the Town of Palmyra in the east part of said town on Tuesday, April 6th, 1824, James White, Asher Doolittle, Alex R. Tiffany, and Frederick Smith, Justices and Inspectors of said meeting.

 

Voted:  Stephen Thurman serve as Supervisor for the Town of Palmyra the year ensuing.

 

Voted:  Frederick Smith serve as Town Clerk for the Town of Palmyra the year ensuing.

 

Voted:  Henry Jessup, William Wilcox, and Asher Doolittle serve as Assessors the year ensuing.

 

Voted:  Ambrose Hall, Joel Foster, and George Culver serve as Commissioners of Highways the year ensuing.

 

Voted:  Hiram Foster, Alexander R. Tiffany, and Frederick Smith serve as Commissioners of Common Schools for the year ensuing.

 

Voted:  Benjamin R. Stockton, Solomon St. John, and Maltby Clark serve as Inspectors of Common Schools the year ensuing.

 

Voted:  Truman Hemingway serve as Collector for the Town of Palmyra the year ensuing.

Voted that Collector incur by 3% for the collection of taxes for the year ensuing and until the expiration of the time for which elected.

 

Voted to have but three Constables for said town the year ensuing.

 

Voted:  Daniel Hendee, Truman Hemingway, and William R. Corwin serve as Constables the year ensuing.

 

Voted:  Oliver Clark and Cyrus Foster serve as Overseers of the Poor the year ensuing.

 

Voted that the  following  persons serve as Overseers of  Highway for the several district for which elected the year ensuing:

Voted that Overseers of Highways serve as Fence Viewers the year ensuing.

 

Voted that horses shall not be free commoners and that any person who shall permit his/her horse(s), mare(s) to run at large shall forfeit and pay the sum of $2 to be collected according as the statute directs in such cases and applied for the benefit of the town.

 

Voted that any person(s) suffering or permitting his/her/their ram(s) to run at large between September 1st and November 1st shall forfeit the sum of $5.

 

Voted that sheep shall not be permitted to run at large and any person permitting his/her sheep to run at large shall forfeit the sum of $.05 per head for each and every offense.

 

Voted that hogs shall not be free commoners the year ensuing and that the owner of swine suffering them to run at large in said Town of Palmyra shall pay a fine for each and every offense the sum of $1.

 

Voted that horned cattle shall not be free commoners and any person who shall permit his/her horned cattle to run at large in the highway in the Village of Palmyra; to wit, commencing at the town line west of William Jackway’s and extending east as far as the highway heading from the store occupied by D. Davenport’s south to the Methodist Meeting House in said village shall forfeit and pay $2.

 

Voted the following resolution:  Resolved that the sum of $60 be levied on this town for the purpose of prosecuting and defending the common rights of said town; and the money, when collected, shall be paid into the hands of the Supervisor of the Town of Palmyra and remain in his hands, subject to the order of Stephen Sherman, Henry Jessup, and James White or two of their agents and committee of said town.

 

Voted that said meeting adjourn to meet again on the first Tuesday of April, 1825, at 10:00 a.m. at the meeting house in the Village of Palmyra.         Frederick Smith, Town Clerk

 

Voted that any person suffering his/her geese to run at large shall pay the sum of $.25.         Frederick Smith, Town Clerk

 

We, the Commissioners of Highway for the Town of Palmyra, do hereby decide Road District No. 1 of said town as follows:  Commencing at the basin of Thomas Rogers 2nd and running southerly through the center of a street in the Village of Palmyra called Canal Street to and past the house occupied by Solomon St. John to the town line and that part lying west of said division line to be known and called District No. 2.  That part lying east of said line to be called District No. 3.

The survey of private road for John Sherman beginning 8 or 10 road east of Hiram Foster’s dwelling house on the turnpike road, thence south 11 degrees, west 22 rods, thence south 53 degrees, east 12 rods, thence south 18 degrees, west 68 rods, thence south 60 degrees, west 22 rods, thence west 11 degrees, north 10 rods, thence 24 degrees, north 16 rods, thence south 35 degrees, west 12 rods, thence south on said Sherman’s west line 52 rods to the public highway leading to James Galloway’s.

The alteration of a public highway leading north from George Wilcox’s dwelling house—the alteration beginning in the center of the highway nearly east of the said George Wilcox’s sawmill, thence north along the east line of the said Wilcox’s lot (as assigned to him by commissioners appointed for to make partition) and west line of Barzilla Durfee’s lot, 80 rods to the center of the highway leading north as aforesaid.

Margin Notation:  Recorded September 13, 1824.  Same day posted.  August 28th, 1824.  The survey of a public highway beginning at the southeast corner of Silas Brett’s home lot, thence south along the east line of the Town of Palmyra, 168 rods to intersect a highway that runs by Paul Culver to the town line.
