MINUTES – TOWN OF PALMYRA, NY 1823
Received and recorded January 9th, 1823. We, the Commissioners of Common Schools for the Town of Palmyra in the County of Ontario, do determine and declare that that part of School District No. 4 in said town, beginning at the southwest corner of Benjamin Clark's land, thence north to the town line of Williamson, thence east to the town line of Lyons, thence south parallel with Benjamin Clark's south line, thence west to the place of beginning be set off and known by the name of School District No. 21 in Palmyra aforesaid and dated January 9th, 1823.

Received and recorded February 12, 1823. Minutes of survey of the alteration of certain roads on the lands of Calvin Bradish, Ethan Lapham, William Randall, and Benjamin Everett, which are as follows, viz., beginning in the center of the road running from David White's southeasterly to Manchester near the northeast corner of Rowland Bird's house, thence south 83 degrees, west 69 rods, thence south 72 degrees, west 210 rods, thence south 66 degrees, west 189 rods, thence north 82˝ degrees, west 80 rods to the east end of the straight part of the road running the same course by William Jackson's until it intersect the road running from Darius Comstock's house to the Friends' Meeting House in Farmington. Also beginning in the center of the road against Ethan Laphams house, thence south 38 degrees, east 81 rods, thence south 68 rods where it intersects the first altered or laid road on William Randall's land. November 23rd, 1822.

At the annual town meeting held at the meeting house in the Village of Palmyra on the first Tuesday of May, 1823, Arthur Doolittle, Alex R. tiffany, James White, and Frederick, Justices of the Peace for said town and Inspectors of said meeting.
Voted: William Rogers Clark serve as Supervisor for said town the year ensuing.
Voted: Frederick Smith serve as Town Clerk for said town of Palmyra the year ensuing.
Voted that said town elect but three Assessors for the year ensuing.
Voted: Stephen Sherman, Abram F. Lakey, and Ambrose Salsburg serve as Assessors the year ensuing.
Voted: George culver, Joel Fost, and Ambrose Hale serve as Commissioners of Highways the year ensuing.
Voted that Joseph colt, Frederaick Smith, and Ambrose Salsburg serve as commissions of Common Schools.
Voted: Matthew Clark, William White, and Alex R. Tiffany chosen Inspectors of Common Schools for the year ensuing.
Voted that William White be excused. Carried.
Voted: Hiram Foster serve as an Inspector of Common Schools the year ensuing.
Voted that we have but three constables the year ensuing.
Voted: Truman Hemingway, William R. Corwin, and Daniel Hendee serve as Constables the year ensuing.
Voted that the vote respecting electing but three constables be reconsidered. Lost.
Voted that the town pay but 3% only to the Collector of taxes of the Town of Palmyra.
Voted: Truman Hemingway serve as collector the year ensuing.
Voted: James Reeves and Oliver Clark serve as Overseers of the Poor for the year ensuing.
Voted that the following person serve as Overseers of Highways the year ensuing:

Voted that the town raise the sum of $30 for the support of the poor the year ensuing.
Voted that the laws respecting horses, ram sheep, hogs, and horned cattle obey the law respecting fines be and remain in all respects as they were last year.
Voted that the meeting stand adjourned until the first Tuesday in April, 1824, then to be opened at the meetinghouse near G. and L. Sherman in Palmyra at 10:00 a.m. Carried.
Recorded April 26, 1823, same day posted. Record of a public highway and alteration of a road beginning at the center of a highway as run by the Commissioners of Highways of the town of Farmington (now called Manchester) near the northeast corner of Robert McCollum’s lot, thence running north 3 degrees, east 34 rods to intersect the road leading from Palmyra village to Geneva.

Recorded May 27, 1823, same day posted. Minutes of the survey of a highway beginning upon the south line of Thomas Goldsmith’s land being the south line of the Town of Palmyra, thence north 9 degrees, west 100 rods to intersect a highway near the said Goldsmith house.

Minutes of the survey of an alteration of the highway leading north and south past Elias Reeves commencing 59 rods south of the said Reeves’ house, thence south 37 degrees, east 22 rods to intersect the highway running east and west upon the north side of Mud Creek.

Recorded December 20th, 1823; posted upon meeting house door on December 22nd. Survey of a public highway beginning in the center of the highway between Thomas Rogers’ still house and J. D. Rogers’ dwelling house, thence east 37 degrees, south 26 rods, thence east 11 degrees, south 152 rods to the center of the highway running from Thomas Rogers to Gibbs, thence on the line of said highway 196 rods, thence east 37 degrees, south 18 rods to the south line of Palmyra, thence east on the town line 68 rods in association with the Commissioners of Highways of the Town of Manchester.
