Minutes
1816 Minutes: Record from the minutes of a public highway explored and actually surveyed, beginning on the line between the Town of Palmyra and the Town of Farmington on the south line of Samuel French’s land, thence north 27 degrees, west 36 rods to a road leading from said French’s to the Town of Lyons.

March 19th, 1816. 25th Road District: Record of the alteration of several road districts as done by Joseph Comstock, John Russell, and Edward Durfee, Commissioners of Highways for the Town of Palmyra; viz., that part of Road District No. 13, being Lots No. 37, 38, 59, 60, 61, and 62 shall be set off and known by the name of Road District No. 25.
28th Road District: That part of Road District No. 13 being Lots No. 55, 56, 57, 58, 63, 64, 65, and 66 excepting a road running east and west on the south line of Lots No. 55, 56, 57, 58 and the inhabitants living on the north margin of said road together with a road running north and south in the south end of Lot No. 57, and a road running northwesterly from the southeast corner of Lot No. 58 until it intersect the road leading from Stephen Birdsall’s to the northwest corner of the town with the inhabitants living on the north margin thereof shall be set off and known by the name of the 28th Road District.
31st Road District: That part of Road District No. 8 being Lot No. 97, 98, 103, 104, 105, 108, 113, 114, and so much of Lot No. 78 in Township No. 12, 2nd Range as lies north of a line drawn east and west parallel with the south line of Reuben Hewitt’s land shall be set off and known by the name of Road District No. 31.
32nd Road District: That part of Road District No. 1114 commencing on the east bounds of said district near Webb Harwood’s, thence westerly including Lots No. 29, 30, 31, and the north half of Lot No. 32 or so much as formerly belongs to Road District No. 14 of said lot together with all the road running on the south end of Lot No. 31 and on the west side of the same, also to include the road running from Kimball’s Shop, so-called to the gate in front of Ira Lapham’s house likewise to include Ira Lapham shall be set off and known by the name of the 32nd Road District. That part of a public highway commencing on the north bank of George Crane’s millhouse, thence north to Mud Creek shall be attached to Road District No. 26 and that part of the said road commencing on the north side of said pond, thence south to the town line shall be attached to 18th Road District.

Micajah Willett's mark: A swallow's tail in each ear and a slit in the upper side of the right. Transferred from Nathan Comstock on page 133 and entered May 24th, 1816.
Howland Smith's mark: Two slits in the end of each ear. Entered May 24th, 1816.
Nathan Durfee's mark: A crop off of the end of each ear and a slit in the end of each. Transferred from Joseph Mansfield on page 99 and enter May 24th, 1816.
Robert Curtis' mark: A half crop the under side of the left ear and a slit in the end of the right ear. Transferred from Joseph Shoemaker on page 29 and entered June 11th, 1816.
Terry Parshal's mark: Two round holes in the left ear. Transferred from Timothy Conant on page 12 and entered June 14th, 1816.
Thomas Patison's mark: A half penny the under side of the left ear and a hole in the right ear. Transferred from Benjamin Luce on page 13 and entered July 27th, 1816. (Transferred to Silas Morris, page 292.)
Herbert Mallory's mark: A hole in the right ear and a crop off the end of the left. Transferred from Josjua Bride's on page 44 and entered July 24th, 1816. (Transferred to Moses Trim, page 294.)
Gabriel Woodmauser's mark: A swallow's tail in the left ear and a half crop of the under side of the right ear. Transferred from John Crandall on page 13 and entered October 26th, 1816. (Transferred to Paul Sheffield on page 199.)
At the annual Town Meeting held in the meeting house in the Village of Palmyra on the first Tuesday in April, 1816. Present Stephen Phelps, Levi Ward, James Reeves, Frederick Smith, and Ira Selby – Justices of the Peace, Inspectors of said meeting.
Voted David White serve as Supervisor for the ensuing year.
Voted James White serve as Town Clerk for the ensuing year.
Voted Charles Bradish, Nathaniel H. Beckwitt, and Stephen Shearman serve as Assessor for the ensuing year.
Voted Asa Smith, John Russell, and Luman Harrison serve as Commissioners of Highways for the ensuing year.
Voted Abraham Spear and Ephraim Green serve as Overseers of the Poor for the ensuing year.
Voted Asa R. Swift serve as Collector for the ensuing year.
Voted Joel McCollum, Denison Rogers, Jesse Penfield, Asa R. Swift, and Elisha W. Cobb serve as Constables for the ensuing year.
Voted Gain Robinson, Darius Comstock and Joel Foster serve as Commissioners of Schools for the ensuing year.
Voted Ira Selby, John Lapham, Stephen Sherman, James White, James Benjamin, and Charles Bradish serve as Inspectors of Schools for the ensuing year.

Voted Gain Robinson serve as Pound Keeper the year ensuing.
Voted the law respecting swine and geese stand as it was recorded last year on page 185, except with the addition of $.50 fine on each and every swine found offending.
Voted the law respecting horses stand as recorded last year on page 186.
Voted the law respecting neat cattle stand as recorded last year on page 186, excepting with the addition of $1 on every creature so offending.
Voted the law respecting ram sheep stand as recorded on page 186, excepting the addition of $2.50 to the penalty on offenders.
Voted the law respecting wolves stand as recorded on page 186 last year.
Voted the Supervisor be directed to confer with the other supervisors of the county relative to the erection of a poor house within said county to be built at the expense of the whole or a part of the county as may seem most expedient.
Voted this meeting stand adjourned until the first Tuesday in April next, then to be opened at 9:00 a.m. at this place.

Record of the discontinuation of a public highway beginning a few rods south of Nathan Harris', thence southwesterly until it intersects a public highway leading from William Cheney's northerly on the line between Township No. 12 in the 2nd and 3rd Range. The above road is hereby discontinued.

Record from the minutes of the alteration of school districts in the Town of Palmyra and the Town of Ontario as done by the Commissioners of Common Schools for said town on the 16th day of April, 1816, viz., all those persons living on either margin of the road leading northerly by Levi Ward's into the Town of Ontario north of the south line of Levi Wood's land in Palmyra and south of the north line of John Barber's land in Ontario shall be set off and known by the name of the 20th School District in the Town of Palmyra.

By a request of John Miller living in the Town of Lyons and by order of Commissioners of Common Schools of both the Town of Palmyra and Lyons, the said John Miller is set to the Town of Lyons in which he resides within the 11th School District in said Town of Lyons.

Record from the minutes of an alteration of a public highway beginning at Aretus Lapham’s southeast corner in the center of the highway, thence north 44 degrees, west 45 rods on said Lapham’s line to his northwest corner, thence north 28 degrees, west 25 rods, thence north 25 degrees, west 90 rods to the center of the old road near the south side of David M. Beers’ clearing. Done this 6th day of June, l816.

We, the Commissioners of the Town of Palmyra and Perinton, have laid out the following piece of road; viz., beginning at the corners of the Towns of Palmyra, Perinton, Penfield, and Ontario, thence south 2 degrees, west 75 rods on the line between the Towns of Palmyra and Perinton. Done at Palmyra this 26th day of July, 1816.

Record from the minutes of the actual survey and alteration of a public highway running through Parshal Terry’s land and ending on Samuel French’s land, beginning on the town line between Palmyra and Farmington in the center of a public highway running from Sabez Piper’s in Farmington, thence east 30 degrees, north 61 rods to a beech stump in the center of the road leading to Phelps from Palmyra by Hickey’s Tavern. The latter part of said road to answer instead of a road running across a small corner of a field belonging to Samuel French, which is hereby disannulled.

Record from the minutes of public highway explored and actually surveyed, beginning in the center of a highway running from Perinton about ¾ of a mile from the northwest corner of the Town of Palmyra, thence north 47 degrees, east 18 rods, thence east 40 degrees, north 24 rods, thence east 8 degrees, north 13 rods, thence east 33 degrees, north 13 rods, thence north 44 degrees, east 8 rods, thence east 28 degrees, north 15 rods, thence north 3 degrees, east 16 rods, thence east 41 degrees, north 11 rods, thence north 16 degrees, east 23 rods, thence east 33 degrees, north 5 rods, thence east 41 degrees, north 16 rods, thence east 27 degrees, north 32 rods to intersect a road leading from Penfield to Palmyra.

Johnson and John Galloway at the center of a highway laid out in Farmington to said town line, thence north 1 degree, east 172 to a line between John Galloway and Samuel Horton’s land, thence north on said line 142 rods to a road running from William Rogers to the Village of Palmyra. Record from the minutes of the survey and alteration of a public highway beginning 270 rods north of the southwest corner of Lot No. 38 in Township No. 12, 3rd Range, thence north on the west line of said lot and the west line of Lot No. 59 until it intersects a public highway laid in June, 1806, and the road between said points laid in June, 1816, is hereby discontinued.

Record from the minutes of the survey and alteration of a public highway explored and actually surveyed on June 22nd, 1816, by Luman Harrison and John Russell, beginning on the north bank of Mud Creek in the center of a highway leading from Abner F. Lackey’s to Edward Durfee’s mill 5 rods west from a line drawn across Mud Creek at the west end of Edward Durfee’s mill, thence south 6 degrees east until it intersects the center of a public highway leading from the Village in Palmyra to Pultneyville. Said line to be the center of the road above surveyed.

Done at Palmyra, November 23rd, 1816.
