1813 Town of Palmyra, NY Minutes

 

April 30th, 1813.  A record of the 1st Road District as surveyed by Nathan Comstock, Luman Harrison, and John Russell, Commissioners of Highways for the present year, beginning on the town line near Enoch Saunders on the west line of the road leading from thence to Mud Creek including all the inhabitants on the west margin of said road and bridge across Mud Creek near Colt Still’s house and to include all the roads east of the above described line as far as the former bounds of the 1st Road District.

 

April 30th, 1813.  A record from the minutes of the 26th Road District as surveyed by Nathan Comstock, Luman Harrison, and John Russell, Commissioners of Highways, beginning on the south line of the road running east and west on the north side of Mud Creek near the school house by Abraham Speers, thence south across Mud Creek to the south line running east and west on the south side of said Speers near Richardson’s Store (so-called), thence east on said road to the west line of the road running north and south by Azel Ensworth and including also the road running south from Gain Robinson’s house by Jackway’s saw mill to the town line.

 

We do hereby make an addition to the 5th road District as recorded on page 119 by adding thereto the private road beginning near Moses Culver’s house, thence running north to the town line.  We do also hereby make an addition to the 21st Road District by annexing that part of the 15th Road District from the south line of Caleb McCumber’s farm south to the north line of Rufus Wells’ land.

At the annual town meeting held at the meeting house in the village of Palmyra on the first Tuesday in April, 1813.  Stephen Phelps, Ira Selby, Festus Goldsmith, and Levi Ward – Justices of the Peace, Inspectors of said meeting.

 

Resolved that Gain Robinson serve as Town clerk the ensuing year.

 

Resolved that Pardon Durfee serve as Supervisor the ensuing year.

 

Resolved that David Willcox, Edward Durfee, and William Porter serve as Assessors for the ensuing year.

 

Resolved that John Russell, Luman Harrison, and Joseph Comstock serve as Commissioners of Highways for the ensuing year.

 

Resolved that Noah Porter and Nathan Comstock serve as Poor Masters for the ensuing year.

 

Resolved that Robert M. Blackman serve as Collector for the ensuing year.

 

Resolved that Robert M. Blackman, Seymour Sewell, James Benjamin, George Culver, and Daniel M. Beers serve as Constables for the ensuing year.

Resolved that the Pathmasters serve as Fence Views the ensuing year.

 

Resolved the law concerning swine and geese shall remain the same as last year on page 161.

 

Resolved that horses shall not be suffered to run on the commons the ensuing year.  That any person permitting his or her horse of any age to run at large on the commons after being notified of the same shall forfeit and pay the sum of $.50 for every such offense.

 

Resolved that no person shall permit his or her cattle to run at large in the streets and roads from December 1st to April 1st.

 

Resolved the law respecting rams to remain as the last year on page 161.

 

Resolved that the Supervisor be directed to raise $50 for the purpose of erecting a pound in said town and that they procure a suitable site and cause the same to be erected on the same for the use of the town.

 

Resolved that Gain Robinson serve as Pound Keeper for the ensuing year.

 

Resolved that this town direct their Supervisor to raise a sum of money to double the school money which will be apportioned this town from the State of New York for the purpose of supporting Common Schools.

 

Resolved that Darius Comstock, Gain Robinson, and Joel Foster serve as School Commissioners for the ensuing year.

 

Resolved that Rev. Hippocrates Roe, Jeremiah Irons, Joseph Comstock, Ira Selby, William Rogers, and Oliver Clark serve as School Inspectors for the ensuing year.

 

Resolved that this annual town meeting be dissolved.

Nathaniel Boyle's mark:  A crop off of each ear and a slit in the under side of the left.  (Transferred from page 13.  Reuben Town.)

November 23, 1813.  A record of the minutes of a road as surveyed by John Russell, Luman Harrison, two of the Commissioners for the Town of Palmyra, November 23rd, 1813, beginning at a beech tree on the south line of the town on Stephen Willow’s land, thence north 8 degrees, west 14 rods, thence north 2 degrees, west 48 rods, thence west 39 degrees, north 48 rods, thence north 24 degrees, west 22 rods, thence north 22 degrees, west 70 rods, thence north 33 degrees, west 20 rods, thence north 18 degrees, west 30 rods, thence north 1 degrees, west 104 rods, thence north 9 degrees, east 32 rods, thence north 2 degrees, east 42 rods, thence north 9 degrees, west 18 rods, thence north 18 degrees, west 26  rods, thence north 4 degrees, west 46 rods until it intersect the road leading from the village in Palmyra to  Howell’s mill near where Jesup’s saw mill now stands.  A true copy.

 

August 16, 1813.  The record from the minutes of the alteration of a road as done by Joseph Comstock and John Russell, two of the Commissioners of Highways for the Town of Palmyra, beginning in the center of the west line of Nelson Harringdeen’s lot near a brook a little east of the house in which Wanton Aldrich now lives, thence west 1 degrees, south 126 rods until it intersects the road which occasioned this alteration, and the same is hereby altered.  A true copy.                   Gain Robinson, Town Clerk

 

November 24th, 1813.  A record of the minutes of a road as surveyed by Ezekiel Kellogg and Daniel Russell, two Commissioners of the Town of Williamson and Joseph Comstock and John Russell, two of the Commissioners of Highways for the Town of Palmyra, August 15th, 1813; viz., beginning in the center of a road running from the Town of Williamson to Palmyra by the house where Aaron Durfee now lives at a rock 9 rods south from the south line of the Town of Williamson, thence north 65 degrees, west until it intersects the aforesaid line, thence west on said town line 304 rods until it intersects a road running from Palmyra to Williamson  by where Gabriel Dean now lives, thence north 12 rods, thence south  67 degrees west 24 rods to  the aforesaid town line, thence west on said line 1 mile and 17 rods to a stake, thence to the center of a road running north and south by where John Crandall now lives, thence south 16 degrees, west 32 rods, thence south  26 degrees, west 54 rods to the northeast corner of Township No. 12, 3rd Range, thence west on the town line 80 rods until it intersects a road running north and south by where old W. Hawley now lives.  A true copy.  Gain Robinson, Town Clerk.

 

August 4th, 1813.  A record of the minutes of a road as surveyed by Luman Harrison and John Russell, two of the Commissioners of Highways for the Town of Palmyra; viz., beginning in the center of a road running from Farmington to the south line of the Town of Palmyra, thence north 9 degrees, west 20 rods, thence north 3 degrees, west 20 rods, thence east 40 degrees, north 32 rods, thence north 42 degrees, east 52 rods to where it intersects the road running from Thomas Rogers to Parshall Terry.  A true copy.

August 16, 1813.  A record of the minutes of the alteration of a road as done by Joseph Comstock and John Russell, two of the Commissioners of Highways for the Town of Palmyra, beginning 2 rods north of the southeast corner of John fuller's lot, thence west 25 degrees, north 16 rods, thence west 19 degrees, north 120 rods, thence west 1115 degrees, north 28 rods to where it intersects the road which occassioned this alteration, and the above described alteration is hereby established.  A true copy.

1813.    A record of the minutes of a highway as surveyed by Joseph Comstock and Luman Harrison, two of the Commissioners of Highways for the Town of Palmyra, beginning at the southwest corner of Lot No. 52, 3rd Range in the center of a road running east and west, thence north 36 degrees, west 36 rods, thence north 70 ˝ degrees, west 130 rods, thence north 28 degrees, west 54 rods, thence north 136 rods until it intersects the Penfield Road.

 

Road District 27:  A record of several new Road Districts, beginning at the meeting house near Stephen Sherman’s, thence south to the town line, also to include the road beginning near James Ginny’s house, thence southwesterly by Billy Franklin’s to the road running easterly by Thomas Goldsmith’s.

 

Wade Atwater’s mark:  A crop off the right ear and two slits under side of the same.  (Formerly Calvin Gideon’s mark, page 132, July 9th, 1819.)

 

Jedediah Bennett’s ear mark transferred from page 132, formerly Z. Blackmon’s:  a slope or slanting crop the under side of each ear and a nick or slit the under side of the right ear.  (Recorded May 12th, 1820.)
